I'm also almost certain that the library (by the Ceramique bridge) has a comics collection, too. Nijmegen's library has a decent collection, but they stopped with Jodorowsky's Borgia series after volume 2, a sin for which I still have not forgiven them. Just when things started getting interesting, too....
